
CITY COUNCIL MEETING
Meeting Minutes of May 7, 2026
Mayor Andy Schabell called the Alexandria City Council Meeting to order at 7:01 p.m. followed by the invocation and the pledge to the flag. The following Council Members answering roll call:

APPROVAL OF MINUTES: April 16, 2026, Regular Meeting
MOTION: Tom Baldridge made a motion to approve the minutes of the April 16, 2026, Regular Meeting, seconded by Patrick Blair. All in favor, the motion passed, 6-0-0.
UNSCHEDULED VISTORS AND GUESTS:
American Legion 219 Auxiliary: The ladies shared about their upcoming event on May 16 for their 10th Annual Cruise-In fundraiser supporting local veterans and troops abroad. This is a family-friendly event with food, music, raffles and kid activities.
Scott Machesney, Bluestem Ridge: He wanted to ask council to consider a general provision regarding electric bikes and scooters. He believes they are dangerous and someone will get hurt. There was a general discussion regarding the increased issue in subdivisions and what sort of provisions should be put into place. Ms. Fincher asked if there could be an E-Scooter education in the schools. Chief Cooper added that he will reach out to Fort Thomas Police Department to look over their material for E-Scooter Safety that they teach in their local schools.
Laura Fincher stated they will have this topic of discussion at the next Safety Committee meeting.
ORDINANCES, RESOLUTIONS & MUNICIPAL ORDERS
Proclamation 2026-02: Proclaiming May 3-9, 2026, as the 58th Annual Municipal Clerks Week.
Proclamation 2026-03: Proclaiming May 10-16, 2026, as National Police Week.
Chief Cooper shared that Asst. Chief Roessler will be attending the Police Week in Washington, D.C. He also added that everyone is welcome to attend the Annual Law Enforcement Memorial on May 15th at the foot of the suspension bridge in Covington at 10:00am.
Rick Buster, Chair of AWPA: Thanked the city for recognizing Public Works week, spoke on the importance of their work; sharing that the city has a great team that does a lot of great work.
Proclamation 2026-4: Proclaiming May 17-23, 2026, as Public Works Week.
Resolution 2026-05: A Resolution of the City of Alexandria, in Campbell County, Kentucky, authorizing and directing the Mayor or other designated city official to execute a contract with Edmunds Gov Tech to provide property tax software and facility rental software.
Ms. Tarter explained the city’s current tax software is ending, and why they have decided to go with Edmunds Gov Tech and what they will provide for us. She added there are other things they could add to help track for other departments.
MOTION: Patrick Blair made a motion to approve Resolution 2026-05, seconded by Tom Baldridge. All in favor, the motion passed 6-0-0.
Resolution 2026-06: A Resolution of the City of Alexandria adopting and approving the execution of a Municipal Aid Co-op Program Contract between the Incorporated City and the Commonwealth of Kentucky, Transportation Cabinet, Department of Rural and Municipal Aid for the fiscal year beginning July 1, 2026, as provided in the Kentucky Revised Statues and accepting all streets referred to therein as being streets which are a part of the Incorporated City.
MOTION: Tom Baldridge made a motion to approve Resolution 2026-06, seconded by Stacey Graus. All in favor, the motion passed 6-0-0.
Ordinance 2026-02 (1st Reading): An Ordinance of the City of Alexandria, in Campbell County, Kentucky, amending section 37.02 of the City of Alexandria Code of Ordinances, the Job Descriptions, Classifications, and Salary Ranges, and the City’s Personnel and Pay Classification Plan; including amending the salary ranges for City Police Department employees, effective from July 1, 2026 to June 30, 2029.
DEPARTMENT REPORTS
City Clerk: Ms. Tarter mentioned she will be working with Edmunds Gov Tech to get things going, she also mentioned she has been working on records destruction. She added that the Alexandria Town Map should be finished soon. She also mentioned the Memorial Day Parade and if you would like to participate to let her know.
City Administrator: See attached report. There was an update regarding “No Smoking” signs at the park and there will be signs put up soon. Mr. Liles has been dealing with the pot-hole issues between Wendy’s and Long John Silvers and those have now been patched. He is also looking at some potential additional money for roads due to a new bill that was passed and taking effect on July 1. Continue to work on the city building and gave an update regarding Kroger and they are slated to start in late summer. WaWa is starting to come up out of the ground and should move along pretty quickly.
Police Department: He thanked all those who attended and helped out with the Heroes Day and it was a really good time. They collected 46.6lbs of medication during the DEA Drug Take back. There are two upcoming events next week where the cops will be out in the community. He also added that Officer Lane received an award from the Campbell County School District.
Public Works: Walnut Park project is moving along, they have leveled all of the streets and started doing the finishing on May 7 and they are working from the back of the subdivision to the front. Predicted to be finished by next week.
Finance Department: Open enrollment started today and they are still finalizing the budget.
COUNCIL COMMITTEES
Public Works – Tom Baldridge: Next meeting will be June 18, 2026, at 6:00pm.
Safety – Laura Fincher: Next meeting will be May 21, 2026, at 6:30pm.
Business Retention & Development – Michael McGrath: Next meeting will be July 2, 2026, at 6:00pm.
Personnel – Robert Strong: Next meeting will be June 18, 2026, at 6:30pm.
Future Planning – Patrick Blair: Met this evening and discussed the Comprehensive Plan and they used data from OKI to do a comparison of where the city has moved. He is not suggesting a full overhaul of the plan but to do a “software” update to the plan. He pointed out that most of the folks who are currently living in Alexandria really need smaller homes as they are empty nesters but there is nothing being built in the city to meet those needs. There was a conversation of other options that are available but the city is not tapping into those.
Mr. Blair also pointed out most people drive themselves to and from work and there is not a lot of need for public transportation or bike routes but rather focus on smart signal technology for US 27. They also discussed the City Campus grand opening and would like it to be a taxpayer neutral event and look at sponsorship opportunities. Next meeting will be August 6, 2026, at 6:00pm.
Finance – Stacey Graus: The next meeting will be May 21, 2026, at 6:00pm.
BOARDS & COMMISSIONS
Planning & Zoning: They met on Tuesday and discussed language regarding Qualified Manufactured Homes and that language will come before council. They also reviewed the Geotechnical report for the Grandview development, but the developers will still need to submit a new site plan for the revised layout and that would require a public hearing.
Park & Recreation: Mayor Schabell shared the Tree Giveaway report. The board approved locating the skatepark in the parking lot near the basketball court. This will be a temporary location to gauge interest.
NEW BUSINESS
Amplify Alexandria: Mr. Robert gave a report regarding the winner for May, The Reading Corner.
FY 2025/2026 Street Program – 2026 Road Aid Funds: Funds will be spent on the Walnut Park subdivision.
FY 2026/2027 Street Program – 2027 Road Aid Funds: Funds will be spent on the Breckenridge Subdivision.

COUNCIL & MAYOR COMMENTS
Laura Fincher: She toured the city building and she loved how much natural light there is. She also attended the Heroes Day event and her children really loved it and said it was a very good event.
Robert Strong: He gave an update on the city campus, the 1st floor is coming along, and the bathrooms are being tiled. He also stated they take safety very seriously and it was safety week this past week and they had a food truck up there for their workers.
Patrick Blair: He congratulated Councilman McGrath for being recognized at the Chamber for his small business. He also complimented Take Care Barbershop on how their chairs are always full.
Stacey Graus: He shared about the Letter Carrier food drive day on the 2nd Saturday in May. You can place canned goods and other non-perishable items at your mailbox, and the mail carrier will pick them up. All donated items will be taken to the Care Mission that serves the local community.
Mayor Schabell: He shared about the 2nd grade St. Mary’s class that came to the city building and they were able to visit every department at the city to learn about how the city works. He too complimented the Heroes Day event.
