CITY COUNCIL MEETING
Meeting Minutes of June 18, 2026
Mayor Andy Schabell called the Alexandria City Council Meeting to order at 7:00 p.m. followed by the invocation and the pledge to the flag. The following Council Members answering roll call:

APPROVAL OF MINUTES: May 21, 2026, Regular Meeting
MOTION: Tom Baldridge made a motion to approve the minutes of the May 21, 2026, Regular Meeting, seconded by Patrick Blair. All in favor, the motion passed, 6-0-0.
UNSCHEDULED VISTORS AND GUESTS:
Walter Ryan, Sheridan Dr: He shared about a failed pipe on Sheridan Dr and how SD1 replaced the pipe only for it to fail again, then they had a contractor come out and replace it again and they also put in a retaining wall. That retaining wall is now slipping; he has contacted SD1 and after a few visits and they claim they are not responsible for the issue. He shared that the houses affected range from 28-34 Sheridan Drive. SD1 is not responding to him and so he is asking the city for help to get the issue fixed.
ORDINANCES, RESOLUTIONS & MUNICIPAL ORDERS
Ordinance 2026-03 (2nd Reading): An Ordinance of the City of Alexandria, in Campbell County, Kentucky, approving a recommendation of the Alexandria Planning Commission, in order to adopt text amendments to the Alexandria Zoning Ordinance in order to provide regulations to allow and to regulate Qualified Manufactured Homes.
Mr. Duncan gave a quick overview of the city’s current ordinances and requirements passed by the state that require cities to change their regulations in an attempt to address the housing shortage.
Mr. Blair had a question regarding the regulations pertaining to the design standards and if there would be any unintended burdens on new homes built and for the qualified manufactured homes, they have to choose at least 3 of the standards to ensure they have a similar look to other houses in the area.
MOTION: Robert Strongmade a motion to adopt Ordinance 2026-03, seconded by Michael McGrath. All in favor, the motion passed 6-0-0.
Ordinance 2026-04 (2nd Reading): An Ordinance of the City of Alexandria, in Campbell County, Kentucky, amending Ordinance 2025-07, the city’s budget for Fiscal Year 2025/2026 by transferring funds to and among the various budget accounts according to the attached Exhibit “A”, in order to the end the fiscal year in balance.
MOTION: Tom Baldridgemade motion to adopt Ordinance 2026-04, seconded by Patrick Blair. All in favor, the motion passed 6-0-0.
Ordinance 2026-05 (2nd Reading): An Ordinance of the City of Alexandria, in Campbell County, Kentucky, adopting the annual budget for the Fiscal Year July 1, 2026, through June 30, 2027, by estimating revenues and resources, and appropriating funds for the operation of City Government.
It was pointed out there were some slight changes from the first reading to the second reading. The overall net did not change. There was money removed from the permanent skate park and moved to the purchase of new cameras for the park. Money was also added to the Public Works budget to purchase a new piece of equipment to help with the maintenance of the city.
MOTION: Tom Balridge made a motion to adopt Ordinance 2026-05, seconded by Patrick Blair. Mayor Schabell thanked everyone for all of their hard work on the budget. All in favor, the motion passed 6-0-0.
Municipal Order 2026-06: A Municipal Order of the City of Alexandria, in Campbell County, Kentucky, declaring surplus property and authorizing disposal of Alexandria Police Department equipment by auction.
MOTION: Patrick Blair made a motion to approve Municipal order 2026-06, seconded by Robert Strong. All in favor, the motion passed 6-0-0.
DEPARTMENT REPORTS
City Clerk: Ms. Tarter reported that the maps have been completed and delivered.
City Administrator: He gave some updates on current grants for the EV charging station at the new city building, an RFQ has been posted for the Safe Streets for All Grant. Work is also moving along for the sidewalk expansion and there will be utility movement starting in July and running through the end of the year. He also reported that WaWa is slated to open in September.
Police Department: See attached report. Evan Williams graduated from Academy June 11, 2026. There is a new recruit that will start in July and go to the Academy in August.
Public Works: See attached report.
Finance Department: See attached report.
Zoning/Code Enforcement: See attached report.
Community Center: See attached report.
COUNCIL COMMITTEES
Public Works – Tom Baldridge: The committee met this evening and discussed stop signs in East Timber Creek and also back in The Shires in Arcadia. They also discussed the SD1 project in Ridgewood that is slated to start on July 27 and should last about a week. They also discussed new developments and ownership of the repairs of the roads due to the heavy equipment with the construction of the homes. Mr. Hoerlein spoke about the issue with the sidewalk on Devonshire, they are aware and working on a solution. Next meeting will be July 16, 2026, at 6:00pm.
Safety – Laura Fincher: Ms. Fincher shared the committee is working on language to address the issue of e-bikes and e-scooters on city streets. Next meeting will be July 16, 2026, at 6:30pm.
Business Retention & Development – Michael McGrath: Next meeting will be July 2, 2026, at 6:00pm.
Personnel – Robert Strong: Next meeting will be August 20, 2026, at 6:30pm.
Future Planning – Patrick Blair: Next meeting will be August 6, 2026, at 6:00pm.
BOARDS & COMMISSIONS
Park & Recreation: Mayor Schabell shared the report of the Fishing Derby that took place on June 6, 2026. He also shared the skate park is now open at Alexandria Community Park. He mentioned it has been in the making for about 14 years and the two young boys who requested the park 14 years ago helped cut the ribbon for the opening.
NEW BUSINESS
Amplify Alexandria: He shared that H2 Health is the winner for the month of June.

COUNCIL & MAYOR COMMENTS
Tom Baldridge: He commented on how well the Fishing Derby is put on each year. He was upset that the Memorial Day Parade was canceled. He asked Chief Cooper regarding the increased enforcement recently and it was a targeted “Seatbelt and distracted driver” enforcement.
Laura Fincher: She also commented on how many dads attended the Fishing Derby and how well it was organized.
Robert Strong: He congratulated the CCHS Baseball team on their accomplishments. He then provided a brief update on the City Building project, noting that the parking lot has been paved and work on the south side of the building, including the sidewalks, has been completed. Work on the front side of the building is expected to begin next week. He also reported that carpet installation is underway and additional lighting is being installed. Finally, he discussed concerns regarding the drive leading down to Route 27 and the possibility of installing either a curb or a guardrail for safety.
Patrick Blair: He represents the City on the OKI board, and he asked them to pull together some data regarding Alexandria. The data showed the 65+ population has increased by 81% in the past 10 years. He also spoke about the traffic issue on 27 and noted there are 30,000 cars and most of those are single driver cars. He believes better timing of the lights will help with the flow. He shared this is a great opportunity to update and review the Comprehensive Plan.
