CITY COUNCIL MEETING

Meeting Minutes of April 16, 2026

Mayor Andy Schabell called the Alexandria City Council Meeting to order at 7:01 p.m. followed by the invocation and the pledge to the flag. The following Council Members answering roll call:

APPROVAL OF MINUTES: April 2, 2026, Regular Meeting

MOTION: Tom Baldridge made a motion to approve the minutes of the April 2, 2026, Regular Meeting, seconded by Patrick Blair.  All in favor, the motion passed, 6-0-0.

UNSCHEDULED VISTORS AND GUESTS: 

Dr. Mark Schweitzer, Coroner: Mr. Schweitzer introduced himself and gave a brief background; he also shared some history on what he has accomplished as the current coroner. He asked for the community’s vote to continue as coroner for another four years.

ORDINANCES, RESOLUTIONS & MUNICIPAL ORDERS

Proclamation 2026-01: Declaring May 16, 2026, as Kids to Parks Day

Executive Order 2026-02: An Executive Order of the Mayor of the City of Alexandria, Campbell County, Kentucky promulgating revisions to the personnel policy for the City of Alexandria pertaining to the official workweek in the employee handbook.

Chief Cooper briefly explained the change is needed to accommodate the Police Departments rotating shift schedule.

MOTION: Robert Strong made a motion to approve Executive Order 2026-02, seconded by Tom Baldridge. All in favor the motion passed, 6-0-0.

Municipal Order 2026-05: A Municipal Order of the City of Alexandria, in Campbell County, Kentucky, declaring surplus and authorizing disposal of Alexandria Police Department vehicle by auction.

MOTION: Stacey Grausmade a motion to approve Municipal Order 2026-05, seconded by Michael. All in favor the motion passed, 6-0-0.

Resolution 2026-04: A Resolution of the City of Alexandria, in Campbell County, Kentucky, authorizing and directing the Mayor to execute and enter into an interlocal agreement in order to join and participate as a member of the Region VIII Education service Center for Interlocal Purchasing system, and for the City Administrator to take all actions necessary and proper to carry out this Resolution.

Mr. Duncan explained the reason behind this resolution, and Mr. Plummer added this will allow the city to get the best price possible price for equipment at the new facility.

MOTION: Michael McGrath made a motion to approve Resolution 2026-04, seconded by Patrick Blair. All in favor, the motion passed 6-0-0.

DEPARTMENT REPORTS

City Clerk: Ms. Snyder mentioned that the Map of Alexandria is almost full and Sue will start drawing soon. If businesses are still interested, they can find that information on our website.

City Administrator: Mr. Plummer mentioned he has been working on the memorial at the new city campus. He also mentioned they are looking for more businesses to join the Business Showcase in May on Washington Street and there will be grand re-opening for Snappy Tomato this Saturday.

Police Department: Report is attached. Chief Cooper did highlight the blue envelop program; it is a nationwide program that is aimed at assisting people that may have communication issues. Det. Rhoden and Social Worker Pompilio were asked to speak in Frankfort on the issue. There was a question if there was a new approach to their Facebook, and Chief Cooper explained their Facebook has always been aimed at their messaging.

Public Works: Report is attached. Mr. Hoerlein mentioned the curb work will be completed soon in Walnut Park. He also added we will have our spring street sweep next week.

Treasurer: Report is attached. Mrs. Perry added that she is continuing to work on the budget, the city did just receive health insurance quotes.

Code Enforcement: Report is attached.

Community Center: Report is attached.

COUNCIL COMMITTEES

Public Works – Tom Baldridge: He mentioned the Walnut Park project is moving along, and to be mindful of the no parking signs. He also added the mud on Constable seems to have improved. Next meeting will be June 18, 2026, at 6:00pm.

Safety – Laura Fincher: Next meeting will be May 21, 2026, at 6:30pm.

Business Retention & Development – Michael McGrath: Next meeting will be July 2, 2026, at 6:00pm.

Personnel – Robert Strong: Next meeting will be June 18, 2026, at 6:30pm.

Finance – Stacey Graus: Met this evening and discussed the budget, health insurance, and city campus finances. The next meeting will be May 21, 2026, at 6:00pm.

Future Planning – Patrick Blair: Next meeting will be May 7, 2026, at 6:00pm.

BOARDS & COMMISSIONS

Planning & Zoning: Met last Tuesday to discuss qualified manufactured homes, and those updates and recommendations will be coming in May. There was a question where they are at with the five-year comprehensive plan, they were advised they have not started that conversation.

COUNCIL & MAYOR COMMENTS 

Tom Baldridge: He mentioned Village Green has some broken pavement and asked that someone from the city contact them; Mr. Plummer advised he will have Phil look into it.

Robert Strong: He encouraged anyone who has not been to the new building recently, really needs to go check it out. It was mentioned that Boards and Commissions are welcome to tour the building on the 4th Tuesday of the month.

Patrick Blair: He mentioned the Walnut Park street project and comments from the neighborhood that Rieglar has been great to work with. He also added that as the school year ends the nerf wars are in full swing.

MOTION: Bob Strong made a motion to adjourn, seconded by Tom Baldridge.  All in favor, the motion passed 6-0-0.  The meeting was adjourned at 7:43 p.m.
