CITY COUNCIL MEETING

Meeting Minutes of March 19, 2026

Mayor Andy Schabell called the Alexandria City Council Meeting to order at 7:00 p.m. followed by the invocation and the pledge to the flag. The following Council Members answering roll call:

APPROVAL OF MINUTES: March 5, 2026, Regular Meeting

MOTION: Tom Baldridge made a motion to approve the minutes of the March 5, 2026, Regular Meeting, seconded by Patrick Blair. All in favor, the motion passed, 6-0-0.

UNSCHEDULED VISITORS AND GUEST – None

ORDINANCES, RESOLUTIONS & MUNICIPAL ORDERS

Ordinance 2026-01 (2nd Reading): An Ordinance of the City of Alexandria, in Campbell County, Kentucky, repealing section 33.06 of the City Code of Ordinances pertaining to purchasing policies, having been replaced by the purchasing and procurement policy promulgated by the Mayors Executive Order 2026-01.

MOTION: Stacey Graus made a motion to adopt Ordinance 2026-01, seconded by Robert Strong. All in favor, the motion passed 6-0-0.

DEPARTMENT REPORTS

City Clerk: Mrs. Tarter reported that she placed a Municipal Government League of Northern Kentucky 2026 meeting schedule that is run through the ADD at each of their seats and if they are interested in attending one, they are welcome to register. She also mentioned Pontem, who the city currently uses for property tax software, will no longer be providing that service come 2028 and she is currently looking into other options.

City Administrator: Mr. Plummer reported the city has been approved for a 50/50 cost sharing program through SDI .

Police Department: See attached report. The new CAD system makes the reporting of numbers much easier and that is in the report. He encouraged residents to let them know of issues they see and they will address them.

Public Works: See attached report. Mr. Hoerlein reported that he has met with Gary Musgraves with KLC to go over ways for the city to save money on insurance and they are working on replacing signs to help with that effort. Public Works will be up on Washington to upgrade the flower beds prior to the Spring Business Showcase. Mr. Graus asked about the sightline from

AA and Riley Road turning north, Chief Cooper will take a look at the sightlines. It was also reported the state has come through and cleared out brush at Tollgate and Arcadia.

Finance Department: See attached report. No one had any questions regarding the Profit and Loss report.

Zoning/Code Enforcement: See attached report.

Community Center: See attached report. Mayor Schabell gave a brief report on the Spring Craft Show and thanked everyone that helped put it together.

COUNCIL COMMITTEES

Public Works — Tom Baldridge: Met this evening and discussed the resurfacing project in Walnut Park and the Water District work. They discussed the future use of the current building and keeping the gym. They also discussed the flower beds on Washington and how to address the overgrown trees. Next meeting will be June 18, 2026, at 6:00pm.

Safety — Laura Fincher: Next meeting will be May 21, 2026, at 6:30pm.

Business Retention & Development — Michael McGrath: Next meeting will be April 2, 2026, at 6:00pm.

Personnel — Robert Strong: Met this evening and discussed a new pay structure for the Police Department and pay scales for all departments. Next meeting will be June 18, 2026, at 6:30pm.

Finance — Stacey Graus: The next meeting will be April 16, 2026, at 6:00pm.

Future Planning — Patrick Blair: Next meeting will be May 7, 2026, at 6:00pm

BOARDS & COMMISSIONS – None

NEW BUSINESS – None

OLD BUSINESS – None

COUNCIL & MAYOR COMMENTS

Tom Baldridge: Thankful that they are fully staffed with 15 police officers to keep the city safe.

Robert Strong: The Administration and Police Department were able to tour the new facility, drywall is going up along with the ceiling, the windows are going in downstairs, the outside faqade will go up soon and the roof is supposed to be installed next week. He did mention that they have had calls regarding the mud on the streets, they do sweep the streets twice a week, encouraging residents to drive on the south side of Constable if you see a lot of mud.

Stacey Graus: He reminded residents they have until June 6th to file to run for council.

Mayor Schabell: He never thought he would be in government, but he ran because he was upset about the decisions that had been made. He encouraged residents to be part of the solution and not the problem.

Chief Cooper reported they do have a helicopter slated to be at the Heroes Day, they will have a demonstration area set up. They will have community partners there as well that provide services to the community. Every Police Department in Campbell County will participate along with the Fire Department as well as KSP. He thanked the Social Workers’ planning this day and the middle school for providing the space.
