Meeting Minutes of August 20, 2026
Mayor Andy Schabell called the Alexandria City Council Meeting to order at 7:00 p.m. followed by the invocation and the pledge to the flag. The following Council Members answering roll call:

APPROVAL OF MINUTES: August 6, 2026, Regular Meeting
MOTION: Tom Baldridge made a motion to approve the minutes of the August 6, 2026, Regular Meeting, seconded by Patrick Blair. All in favor, the motion passed, 6-0-0.
SCHEDULED VISTORS AND GUESTS
Pepper Construction, Jill Seidel: She presented a slideshow highlighting the progress of the project from its commencement in 2025 through the present. She reviewed the quality assurance processes implemented throughout the project, including pre-installation meetings held with the various contractors. She also discussed the emphasis placed on safety throughout construction and noted that the project has had no major safety incidents to date.
UNSCHEDULED VISTORS AND GUESTS
ORDINANCES, RESOLUTIONS & MUNICIPAL ORDERS
Ordinance 2026-06 (2nd Reading): An Ordinance of the City of Alexandria, in Campbell County, Kentucky, amending Chapter 73 of the City of Alexandria Code of Ordinances in order to provide regulations for the operation of bicycles, other micromobility devices, and other motorized vehicles.
MOTION: Stacey Graus made a motion to approve Ordinance 2026-06 as amended, seconded by Tom Baldridge. There was a brief conversation regarding the difference of the Class levels for the E-bikes and how someone could go from point A to point B on a Class 3. It was pointed out that this Ordinance will likely be amended as the technology advances. All in favor, the motion passed, 6-0-0.
Ordinance 2026-07 (1st Reading): An Ordinance of the City of Alexandria, in Campbell County, Kentucky, adopting the 2026 S-26 Supplement to the City of Alexandria Code of Ordinances, as prepared by the American Legal Publishing Corporation.
Resolution 2026-10: A Resolution of the City of Alexandria, in Campbell County, Kentucky, authorizing and directing the Mayor to execute and enter into an agreement with Verdantas for the development of the City of Alexandria Roadway Safety Action Plan.
MOTION: Robert Strong made a motion to approve Resolution 2026-10, seconded by Michael McGrath. Mayor Schabell believes this will serve the city well as it will collect data above and beyond the State and will help with future projects. All in favor, the motion passed, 6-0-0.
Ordinance 2026-08 (1st Reading): An Ordinance of the City of Alexandria, in Campbell County, Kentucky, providing for the assessment of real property within the corporate limits of the City of Alexandria and levying an Ad Valorem Tax of $0.140 on each one hundred dollars ($100.00) of assessed valuation (1.40 per thousand) of real property in the city for the 2026 assessment tax year and specifying the purpose for which the tax is levied.
DEPARTMENT REPORTS
City Clerk: See attached report. Ms. Tarter also noted that any Council members interested in participating in the Alexandria Fair Parade should let her know.
City Administrator: Mr. Plummer reported that he has been working on plans for the Veterans Memorial and will present drawings to Council at a future meeting.
Police Department: See attached report. Sgt. Nogueras commented on the upcoming Fair Parade and Homecoming Parade, noting that the events are scheduled only one week apart and the corresponding road closures associated with each event.
Mr. Blair commended Detective Denney for attending training on dementia-informed interviewing to better protect and assist vulnerable seniors. He expressed his appreciation for having this specialized expertise on staff.
Public Works: See attached report. There was discussion regarding the Breckenridge Road project and the delays caused by weather conditions and the contractor’s other ongoing projects. It was noted that coordination will be necessary to complete some of the required repairs.
Finance Department: See attached report. Mrs. Perry reported that she is currently preparing for the upcoming audit, which is scheduled to take place in September.
Zoning/Code Enforcement: See attached report.
Community Center: See attached report.
COUNCIL COMMITTEES
Public Works – Tom Baldridge: Next committee meeting is scheduled for September 17, 2026, at 6:00 p.m.
Safety – Laura Fincher: Next committee meeting is scheduled for September 17, 2026, at 6:30 p.m.
Business Retention & Development – Michael McGrath: Next meeting will be September 3, 2026, at 6:00pm.
Personnel – Robert Strong: The committee met this evening to discuss snow pay for the Public Works Department, paid holidays for employees, and the City’s vacation policy.Next meeting will be October 15, 2026, at 6:30pm.
Future Planning – Patrick Blair: Next meeting will be October 1, 2026, at 6:00pm.
Finance – Stacey Graus: The committee met this evening and discussed the property tax rate, including the first reading held tonight. They also discussed the progress of the new City Campus project, noting that it remains on budget, as well as the gross receipts cap. Next meeting will be December 3, 2026, at 6:00pm.
BOARDS & COMMISSIONS
Planning & Zoning: The Planning and Zoning Board met Tuesday evening and held a public hearing regarding a project on Grandview. The meeting was well attended and lengthy. Mayor Schabell commended and thanked the Board members for their willingness to serve. Mr. Graus also commented on the respective roles and responsibilities of the Planning and Zoning Board and City Council.

COUNCIL & MAYOR COMMENTS
Tom Baldridge: He commented on requests made by e-bike riders to motorists regarding sharing the roadway and interacting safely with one another.
Laura Fincher: She was thankful for a great summer and the amazing community of teachers and bus drivers.
Robert Strong: He took a moment to recognize and celebrate one of Alexandria’s young athletes, Maddy Green, who represented Team Kentucky and Campbell County at the MBHA Youth World Championships in Perry, Georgia.
Patrick Blair: He took a moment to recognize and honor several members of the community who have passed away and their lasting memory and impact.
Mayor Andy Schabell: He shared a letter from a Maysville resident commending AutoZone and Alexandria Tire for going above and beyond to assist her when she experienced car trouble while visiting Alexandria.
