CITY COUNCIL MEETING

Meeting Minutes of May 21, 2026

Mayor Andy Schabell called the Alexandria City Council Meeting to order at 7:01 p.m. followed by the invocation and the pledge to the flag. The following Council Members answering roll call:

APPROVAL OF MINUTES: May 7, 2026, Regular Meeting

MOTION: Tom Baldridge made a motion to approve the minutes of the May 7, 2026, Regular Meeting, seconded by Patrick Blair.  All in favor, the motion passed, 6-0-0.

UNSCHEDULED VISTORS AND GUESTS: 

Patrick Blair: He addressed the Mayor and Council to congratulate Mayor Andy Schabell for his success in winning the election for Judge Executive of Campbell County. He thanked Mr. Schabell for all his hard work and dedication to the City of Alexandria, the residents and staff.

ORDINANCES, RESOLUTIONS & MUNICIPAL ORDERS

Ordinance 2026-02 (2nd Reading): An Ordinance of the City of Alexandria, in Campbell County, Kentucky, amending section 37.02 of the City of Alexandria Code of Ordinances, the Job Descriptions, Classifications, and Salary Ranges, and the City’s Personnel and Pay Classification Plan; including amending the salary ranges for City Police Department employees, effective from July 1, 2026 to June 30, 2029.

MOTION: Tom Baldridge made a motion to approve Ordinance 2026-02, seconded by Robert Strong. All in favor, motion passed 6-0-0.

Ordinance 2026-03 (1st Reading): An Ordinance of the City of Alexandria, in Campbell County, Kentucky, approving a recommendation of the Alexandria Planning Commission, in order to adopt text amendments to the Alexandria Zoning Ordinance in order to provide regulations to allow and to regulate Qualified Manufactured Homes.

Mr. Duncan explained the city has no choice in whether or not they can allow Qualified Manufactured Homes but can give design qualifications in comparison to other homes within 1/8 of a mile. He went on to explain this was passed to address the housing shortage within the state. There was a question regarding areas with HOA’s, and it was explained those areas can have stricter regulations than the city, but the city does not enforce those.

Ordinance 2026-04 (1st Reading): An Ordinance of the City of Alexandria, in Campbell County, Kentucky, amending Ordinance 2025-07, the city’s budget for Fiscal Year 2025/2026 by transferring funds to and among the various budget accounts according to the attached Exhibit “A”, in order to the end the fiscal year in balance.

Councilman Graus explained the Finance Committee has reviewed the proposed amended budget.

Ordinance 2026-05 (1st Reading): An Ordinance of the City of Alexandria, in Campbell County, Kentucky, adopting the annual budget for the Fiscal Year July 1, 2026, through June 30, 2027, by estimating revenues and resources, and appropriating funds for the operation of City Government.

Councilman Graus explained the Finance Committee has reviewed the proposed budget and it is a balance budget and the revenue is on the conservative side. Mr. Plummer and Mrs. Perry and the department heads did a great job of putting together the budget.

Resolution 2026-07: A Resolution of the City of Alexandria, in Campbell County, Kentucky, authorizing the Mayor to execute and enter into a grant agreement with the United States Department of Transportation Federal Highway Administration for the Safe Streets and Roads for All (SS4A) Program to develop the City of Alexandria Comprehensive Safety Action Plan, and to execute any documents necessary to facilitate and administer this project.

MOTION: Stacey Grausmade a motion to approve Resolution 2026-07, seconded by Patrick Blair. All in favor, the motion passed 6-0-0.

Resolution 2026-08: A Resolution of the City of Alexandria, in Campbell County, Kentucky, authorizing the Mayor to execute and enter into an agreement with RJE Business Interiors for the purchase, delivery, and installation of furniture and related items for city facilities.

Mr. Plummer explained this was always a planned expense and the staff did work to lower the cost by about $70,000; it was further explained the full cost for the furniture is in this Fiscal Year Budget.

MOTION: Robert Strongmade a motion to approve Resolution 2026-08, seconded by Tom Baldridge. All in favor, the motion passed 6-0-0.

DEPARTMENT REPORTS

City Clerk: Ms. Tarter shared that the ADA compliance requirement for the website has been pushed back to April 2028. She will have a kickoff meeting with Edmunds GovTech on June 3rd. She also mentioned there is a surplus item on govdeals.com.

City Administrator: Mr. Plummer gave a quick overview of the Business Showcase on May 9. It was a huge success, and he thanked everyone who contributed to the event.

Police Department: See attached report. Chief Cooper noted, under the “command” report there is an update; the department had their on-site review for the accreditation, and they are being recommended to receive said accreditation for the 6th time. This means the City of Alexandira Police Department has been an accredited department for the last 20 years. There was a question regarding bringing on a new officer and it was explained the department has moved some folks around.

Public Works: See attached report. Mr. Hoerlein shared that they cleaned up the beds on Washington Street and received good responses from the public. The project in Walnut Park is complete, but there will be one final walk of the project with the City Engineer and Reigler to ensure there are no issues. There were a lot of compliments regarding the work and the Reigler crew.

Finance Department: See attached report. Mrs. Perry reported she is glad that the first reading for both budget Ordinances was this evening.

Zoning/Code Enforcement: See attached report.

Community Center: See attached report.

COUNCIL COMMITTEES

Public Works – Tom Baldridge: He was really impressed with Reigler. Next meeting will be June 18, 2026, at 6:00pm.

Safety – Laura Fincher: They met this evening and discussed the e-bike/e-scooter issue, they reviewed ordinance from other cities and staff will help to develop some legislation language and bring that before the committee to discuss. Next meeting will be July 16, 2026, at 6:30pm.

Business Retention & Development – Michael McGrath: Next meeting will be July 2, 2026, at 6:00pm.

Personnel – Robert Strong: Next meeting will be June 18, 2026, at 6:30pm.

Future Planning – Patrick Blair: Next meeting will be August 6, 2026, at 6:00pm.

Finance – Stacey Graus: Met this evening and discussed the review of the budgets and reviewed the Investment accounts. Next meeting will be August 20, 2026, at 6:00pm.

BOARDS & COMMISSIONS

NEW BUSINESS

June 4, 2026, Meeting: Mayor Schabell explained that multiple people will be out on June 4 and asked to cancel.

MOTION: Robert Strong made a motion to cancel the June 4th meeting, seconded by Michael McGrath. All in favor, the motion passed, 6-0-0.

2026 Street Program Recommendation: Councilman Baldridge gave an overview of the street program and the next area to be done is Breckenridge area. He asked for a motion to approve the Reigler bid of $542,402.50. Mr. Plummer shared some water work and curb repair preformed.

MOTION: Stacey Graus made a motion to accept the Reigler bid for the 2026 Street Program, seconded by Michael McGrath. All in favor, the motion passed, 6-0-0.

OLD BUSINESS – None

COUNCIL & MAYOR COMMENTS  

Tom Baldridge: He shared that the areas in Village Green that needed to be patched have been taken care of and the grass for future Kroger was taken care of as well.

Laura Fincher: She complimented the city for the events they put on over the past couple of weeks.

Michael McGrath: He complimented the Mayor for all of his hard work. He shared that Mayor Schabell was the first to reach out when he started his business and thanked him for his guidance when he himself entered politics.

Robert Strong: He gave a brief update on the building, exterior is still being installed, the light pole bases have gone in along the US 27 side, the bottom parking lot has been leveled and prepared for paving, all sidewalks and patios have been installed. The interior is moving along with light fixtures being installed and they continue to hang drywall.

Patrick Blair: Congratulated the graduates and highlighted the sports teams that have gone to represent the city at the state level. He also commented on the new sign for that the Church of Christ put in on Poplar Ridge. 

Stacey Graus: Congratulated Mayor Schabell on his win.

Mayor Schabell: He will continue to work hard for the City and work hard toward the transition with the county.

He shared that the Pickleball event will be rescheduled for a later date.
